Are BT blocking VoIP?

I've been working for the last few months with a client with a VoIP product and, out of general enthusiasm for it, I offered to help test it here in the UK using our BT Broadband ADSL service. Our broadband is a consumer, home service, and usually works just fine – it's worked with Skype and various other proprietary VoIP products with no problem.
Now, BT's FAQ says this:

Do Voice over IP (VoIP) services work over BT Broadband?
Answer
BT Broadband is compatible with VoIP services, provided you are running a suitable application on your computer.

Yet we seem to have discovered that BT appears to be explicitly blocking port 5060. As Joi points out, if it is true that BT are deliberately blocking VoIP packets, then it's astonishingly bad behaviour.

So it's definitely blocked suw? you've tested it using telnet or another protocol, or whatever?
